The intended purpose of it is basically yea to make games easier to buy and stuff. Instead of looking at the bottom of the box on a game to read the minimum system requirements, since some people don't know what hardware is in their system anyway, they can just look at the windows score on the box. If your windows score is at least this then you can run this game.
