It is a weird holiday. The government US Postal Service observe it, but banks were open. It was actually not a holiday until 1992 and that was only after the NFL stripped Arizona of hosting the 1993 Super Bowl. After it was passed we did host the Super Bowl in 1996 at Sun Devil Stadium (the final time it would be hosted their) and then this year at the Cardinals or University of Phoenix (such a stupid name,
Pink Taco would have been so much better) Stadium.
